Neighbors on South 15th Place have been struggling with illegal dumping on the train tracks behind their homes for years.
Isabella Brady, 14, died June 26 when she was struck while with a group of friends on the railroad right of way. City Councilor Kathleen M. Toomey said Isabella's death could have been prevented.
